The gap this closes is old and well known. What changed recently is that automation now makes ignoring it far more expensive.
Google Ads lead quality is a data problem before it is a bidding problem
Smart Bidding optimizes toward the conversion you define. Define it as a form submission and the system will find people who submit forms, including the ones your sales team will never call back. Google's own guidance for lead-gen advertisers is to import offline conversions so the platform can attribute and optimize on what happened after the click (Google Ads Help).

Enhanced conversions for leads replaced the old offline conversion import
The mechanism has a current name and a recommended path. Enhanced conversions for leads is an upgraded version of offline conversion import that uses user-provided data such as hashed email addresses to supplement the imported offline conversion data, improving accuracy and bidding performance (Google Ads Help). Google recommends that anyone still on plain offline conversion imports upgrade to it.
The upgrade buys more than tidier reporting. Google lists greater durability under privacy regulation, more accurate reporting, and support for engaged-view and cross-device conversions among the benefits (Google Ads Help). For B2B advertisers with long cycles and multi-device research, cross-device attribution is often the largest single recovery.
The June 2026 Data Manager migration changed how CRM data reaches Google Ads
If your uploads run through a custom integration, check this before your next release. Starting June 15, 2026, offline conversion import and enhanced conversions for leads uploads migrate to the Data Manager API and are blocked in the Google Ads API, and developer tokens that sent no request between January and June 2026 will not be allowlisted for legacy access (Google Ads Help).
A second change landed earlier in the year and quietly simplified setup. Since April 2026, enhanced conversions for web and leads share a single on/off setting, and Google Ads accepts user-provided data from website tags, Data Manager and API connections without forcing a choice between them (Google Ads Help). Teams that mapped their stack before spring should re-read their measurement setup with that in mind.
Value-based bidding needs a lead quality definition sales will sign
Before any of this ships, someone has to define a qualified lead in a way both teams accept. That definition becomes a conversion action, and every bid decision downstream inherits it. Google's flow is explicit about the handoff: the tag captures hashed lead data on the site, you store the lead in your CRM, and you import the same hashed identifier when the lead converts (Google Ads Help).
Assign values, not just a binary flag. A discovery call, a qualified opportunity and a closed deal are three different signals, and giving each a distinct value gives the algorithm a gradient to climb. The revenue side of that math is the same one behind net revenue retention, and the budget side sits in how much of revenue marketing gets to spend.
Automation raises the cost of feeding Google Ads bad conversion data
Every layer of automation multiplies whatever signal you send it. Beginning September 1, Google starts automatically upgrading Search campaigns that use campaign-level broad match or standalone automatically created assets to AI Max, rolling out through the month (Search Engine Land). Broader matching against a weak conversion definition is a faster way to buy the wrong leads.
Microsoft moved the same direction on August 19, rolling AI Max out globally for Search campaigns with AI targeting, creative and landing page optimization (Search Engine Land). Two major platforms are handing more of the targeting decision to models at the same time, which makes the quality of the outcome data you feed them the main lever you still control. CRM hygiene decides whether Google Ads lead quality data is usable
The import is only as good as the record it comes from. Duplicate contacts, missing close dates and opportunities that never get marked lost will all produce a conversion feed that teaches the algorithm the wrong lesson. Google notes that GCLIDs should be included with uploaded events wherever possible, and that they are required when you are not using a tag to collect user-provided data (Google Ads Help).
Fix the record before the integration. Agree who marks an opportunity closed, when, and what happens to stale ones, then wire the export. The same groundwork determines whether any automation on top of your CRM behaves, which is the argument in CRM data quality for AI agents.
A rollout sequence for CRM data in Google Ads
Sequence it so each step can be verified before the next one depends on it. Configure the Google tag or Google Tag Manager to capture hashed user-provided data from your lead forms, then set up an automated import of offline conversion data carrying the same hashed identifiers through Data Manager or the API (Google Ads Help). Two steps, in that order.
Then leave it alone long enough to learn. Run the new conversion action alongside your existing one in observation for a full sales cycle before you switch bidding to it, and expect reported volume to fall when you do.
